Donaldsonville’s marine terminal is ammonia

You asked about a bulk loader in Ascension Parish. The Corps public notice for the Donaldsonville river work is an ammonia plant and marine terminal. It is not a grain tripper, and this page refuses that mix-up.

The answer for this parish

Do not send a grain-loader crew to the Donaldsonville dock described in the Corps notice. Public notice MVN-2023-00269-CF names CF Industries Blue Point, LLC, of Donaldsonville, and describes an ammonia manufacturing facility, a marine terminal, a pipe rack, and a heavy-haul road along the Mississippi in Ascension Parish.1 CF Industries describes the Donaldsonville complex as an ammonia production site that ships by pipeline, rail, truck, barge, and deep-water vessel.2 A variable-speed grain tripper is not in either document.

  • If your cabinet is on that ammonia terminal, this diagnostic is the wrong trade. Stop.
  • If you do have a grain leg, spout, or collector, it is not the machine in that notice. Say which house.
  • The nearest published grain elevator with a Paulina address is ADM St. Elmo, and that town is in St. James, not this notice.

The rule the notice actually states

The notice is a Clean Water Act and Rivers and Harbors Act application, not an OSHA grain program. It lists wetland fills, a marine terminal, a pipe rack, and Mississippi River waterbottoms, including a proposed dredge of 900,000 cubic yards. It does not list a bucket elevator, a ship-loading spout for grain, or a dust collector. 1910.272 applies to grain handling facilities.3 An ammonia plant does not become a grain elevator because both use a dock.

Appendix A to 1910.272 says the standard does not apply to on-farm storage or feed lots. It also does not appoint this desk to diagnose ammonia electrical rooms. Wiring fatigue in a high-vibration grain tripper was the story attached to this parish before the notice was read. The notice does not support it. Silence is the finding.

If you skip the notice

A millwright arrives at an ammonia marine terminal with grain-gallery lockout sheets. The employer at a grain elevator still owes 1910.272(i) when the work is at a grain elevator: tell the contractor the fire and explosion hazards and the emergency plan. That duty is not a reason to enter the wrong plant. The Corps docket is MVN-2023-00269-CF. Quote that number in the turn-down so the next caller can find the same page.

How St. James differs

Upriver and downriver grain houses are in other parishes. ADM St. Elmo’s address is 3338 River Road, Paulina, LA 70763, mile 150.2, and Tariff No. 11 sends that house to the 23rd Judicial District Court for St. James.4 Zen-Noh at Convent is the four-tower gallery. The St. James collector note is the grain dust job. The rule page states the three machines this desk will take. The parish index does not add a Donaldsonville grain URL, because the notice is not that plant.

Checklist before anyone rolls

  1. Read MVN-2023-00269-CF. If the site is that application, stop the grain call.
  2. If the caller says “grain,” ask for the house name and the river mile. Donaldsonville’s famous complex is ammonia.
  3. Do not reuse a St. James dust log on an ammonia pipe rack.
  4. A house, a farm bin, or a terminal in Mississippi, Texas, or Arkansas is still a refusal.
  5. If a real grain leg exists somewhere else in the parish, it needs its own document. This notice is not that document.

Fee and timeline

The notice does not publish a fee for electrical diagnostics, a PLC, or a grain tripper. CF Industries’ public complex page does not either. There is nothing to put in a price cell except “not published.” The dredge quantity and the wetland acreage are construction impacts in a permit application, not a service rate. Verify any later invoice against the plant you are actually invited to. This page will not invent a callout price to fill the table.

Questions that usually mean the wrong plant

Is the Donaldsonville dock a grain elevator?

Not in public notice MVN-2023-00269-CF, and not on the CF Industries complex page read for this note. Both describe ammonia production and a marine terminal for that product. Grain-loader diagnostics do not start from those pages.

Why does this path exist if the job is a refusal?

Because the parish name gets attached to a grain loader by mistake, and the next parish up the river really does have grain houses. The page exists so the swap fails. Paulina’s ADM house is St. James. The Corps notice is Ascension and ammonia.

What if I operate a grain leg that is not in the notice?

Then answer the callback question yes and name the leg, the loader, or the collector. Bring a document that shows the machine. This note cannot supply a tripper schematic the notice does not contain. The form still refuses a house and the three neighboring states.

Does 1910.272 apply on the ammonia dock?

1910.272 is the grain-handling standard. Scope and application are grain elevators and the mills listed in paragraph (b). An ammonia terminal is outside that list. Other OSHA parts may apply to that plant. They are not this diagnostic.
