The Destrehan barge unloader is down

You are at an export elevator in St. Charles Parish and the barge unloader has stopped. ADM Tariff No. 11 places the Destrehan house at mile 120.6 on the east bank and prices a buoy line handling only at that house.

The answer for this parish

Diagnose the barge unloader at the St. Charles house you have, under 29 CFR 1910.272(q), and do not copy a Reserve rate onto it. ADM Tariff No. 11, effective 1 April 2026, lists Destrehan at mile 120.6, 12710 River Road, and Ama at mile 117.6, 11079 River Road.1 Both sit in St. Charles. The elevator definition includes barge unloaders, silos, conveyors, galleries, spouts, and docks.

  • Line handling is $1,207.50 USD per handling. A buoy at Destrehan is $2,415.
  • Disputes for Ama and Destrehan go to the 29th Judicial District Court. Reserve does not.
  • Blue Water lists seven loading spouts and 5,500,000 bushels at the Destrehan house.3

The rule on this unloader

Dry Cargo reported that ADM uses a Heyl & Patterson marine leg at its elevators.5 The tariff does not print a hydraulic schematic for the Destrehan leg, so this page does not invent a valve fault. What the tariff does print is the machine class: a barge unloader inside an export elevator. 1910.272(q), accessed 8 October 2026, then applies to that bucket elevator.2

If a buoy is used for a vessel at Destrehan, vessels and their agents shall be charged for line handling and invoiced at the rate of $2,415.00 per handling.

Do not jog a choked leg. Bearings go outside the casing, or they are monitored if any part sits inside. A motion device shuts the leg down at no more than a 20 percent slowdown. Alignment is an alarm or a constant-adjustment system. The daily visual substitute in (q)(7) does not fit a house listed at 5,500,000 bushels.

If you skip the distinction

You bill ordinary line handling while a buoy is in use at Destrehan, or you send the crew with a Reserve court caption. Ama and Destrehan use the 29th Judicial District Court when federal jurisdiction is absent. Reserve uses the 40th. Jogging a choked leg fails (q)(1). The May 2025 port map also places Bunge on this east bank.4 Bunge’s rate is not in Tariff No. 11. Do not paste ADM’s 6-cent receiving charge onto it.

How Reserve differs from this house

The next parish upriver is St. John the Baptist. ADM Reserve is in the same tariff, at mile 139.2, 2032 Highway 44, but it does not get the buoy sentence. Cargill’s Terre Haute elevator is a different tariff. The loader page separates the spout from the leg. The floating rig is not this unloader. Five checks before the ship is fast are on the berthing list.

Checklist for this unloader

  1. Confirm the mile: 120.6 Destrehan or 117.6 Ama. A Paulina address is St. Elmo, 23rd JDC.
  2. Ask whether a buoy is in the line handling. The $2,415 rate is that fact.
  3. Confirm the leg is not being jogged. Open head and boot access before you call the belt “inspected.”
  4. Record bearing location. External, or monitored if any part of the bearing meets the inside of the casing.
  5. Pull the last (m) certification. No record means the inspection is not certified, whatever the crew remembers.
  6. Leave Bunge on its own documents. The 2025 map proves the house is there. It does not prove ADM’s rates.

Fees the tariff prints, and the fee it does not

Dockage for a self-trimming bulk carrier is $3.95 per gross registered ton per berthing, minimum $32,000. Contingency is $25,000, refunded if unused. Overtime is $1,300 per hour. Inbound grain by rail or barge is 6 cents a bushel, plus $300 to weigh a barge and $1,000 for a steel roll-top. None of those lines prices a leg diagnostic. No diagnostic fee is published. Verify that number. Line-handling standby is $350 per hour when that section applies.

Questions from the Destrehan dock

Does the $2,415 buoy rate apply at Ama?

The sentence names Destrehan. Ama is in the same tariff and the same parish, and it uses the $1,207.50 line-handling rate unless a later amendment says otherwise. Do not stretch the buoy clause across the river because both houses share a court.

Is the Heyl & Patterson name a Destrehan specification?

Dry Cargo reported it for ADM’s elevators in the Gulf, not as a Destrehan-only parts list. The tariff proves a barge unloader exists in the definition of the facility. It does not prove a serial number. Diagnose the leg that is installed, and cite the trade article only for the company practice.

Can daily visual inspection replace the motion switch here?

Not on the storage figure Blue Water prints for this house. The substitute in 1910.272(q)(7) is for permanent storage under one million bushels. 5,500,000 bushels is over that line. (q)(5) and (q)(6) stay in force unless a suppression system or a dust system meeting (q)(8) is the documented exception.

Who pays dockage while the unloader is down?

The tariff assesses dockage against the vessel per berthing, minimum $32,000, without regard to the number of days. It does not say the elevator waives dockage because the leg stopped. Read the laytime clauses before you promise the ship a free shift. That promise is not in section IV.
