The Convent gallery is enclosed. The gauge still has to work.
You are at a St. James Parish export elevator and the dust collector is not holding suction, or the shipping gallery is the space you have to keep clean. Zen-Noh’s four towers and enclosed belts are documented. A diaphragm-valve story is not.
The answer in St. James
Treat the Zen-Noh gallery as an enclosed conveyor run between four towers, and treat a fabric collector on a pneumatic system as a machine that must show pressure drop. NTSB places the house at mile 163.8, established in 1979, with four towers and three enclosed belt runways.1 Kiewit lists four shiploaders at 80,000 bushels an hour and a 120,000-bushel-an-hour barge unloader on a house it calls 150,000 bushels an hour.2
- On 11 November 2020 a ship crane hit the gallery. Estimated damage was $481,006.
- ADM St. Elmo, 3338 River Road, Paulina, is the other named elevator in this parish, under Tariff No. 11 and the 23rd Judicial District Court.4
- No document read for this page describes a failed diaphragm valve. Do not write that fault into the work order.
The rule on the collector and the gallery
1910.272(l)(1), accessed 8 October 2026, requires a device that shows pressure drop across every fabric collector in a pneumatic system.3 After 30 March 1988, that collector is outside, or inside with explosion suppression, or inside a one-hour exterior-wall separation and vented to resist deflagration. (m)(2) requires prompt correction when a collector runs below design efficiency.
The three runways housed conveyor belts that transferred product between the towers and a walkway for personnel to pass.
NTSB MAB-21-20, Zen-Noh facility description
Dust over 1/8 inch within 35 feet of an inside bucket elevator comes off immediately unless the written program shows equivalent protection. Blue Water lists four load spouts and 4,200,000 bushels, and dockage of $3.70 per GRT under Tariff No. 10 effective 1 April 2024.5 That storage is over one million bushels.
If you skip the gauge or the enclosure
A collector with no working pressure-drop indication fails (l)(1) whether or not dust shows on the tower. A collector left below design efficiency fails (m)(2). The 11 November 2020 crane strike cost an estimated $481,006, with no injuries and a probable cause of no dedicated signalman. That is not a dust citation. It is why you do not treat this gallery as open steel. Hot work still needs 1910.272(f) unless an exception in that paragraph is true.

How Reserve’s spout tariff differs
St. John the Baptist, the downriver neighbor, prices a restricted spout at Terre Haute. It does not describe four towers and three enclosed belt runways. St. Elmo in this parish uses ADM’s 6-cent receiving rate, not Cargill’s 7-cent rate. The Port Allen belts are a separate inbound and outbound pair, not this gallery. The spout list is the Reserve money. The rule page holds the collector paragraph next to the leg paragraph.

Checklist for this collector
- Identify the house: Zen-Noh at 163.8, or ADM St. Elmo at Paulina. They do not share a dust log.
- Find the pressure-drop device on each fabric collector in a pneumatic system. No device, no compliance with (l)(1).
- Date the collector against 30 March 1988 before you argue location, suppression, or the one-hour wall.
- Measure priority dust against 1/8 inch within 35 feet of an inside leg. The gallery walkway is not a free pass.
- If a ship crane will work near the runway, the 2020 report is the briefing: a signalman was the missing control.
- Do not order a diaphragm kit because a generic baghouse story says so. The file here does not.
What is priced, and what is silent
The $481,006 figure is estimated damage from one crane strike, not a dust-work fee. Dockage at $3.70 per GRT is a vessel charge on the Blue Water sheet. Kiewit’s bushel rates describe a renovation, not a service-call card. 1910.272 prints no penalty table on the collector paragraph. No price for restoring a collector is published. Verify it.
Questions from the Convent towers
Does the enclosed gallery replace the pressure-drop gauge?
No. Enclosure is how NTSB describes the belt runways. The gauge is 1910.272(l)(1), and it applies to fabric collectors on a pneumatic dust system. You can have a clean-looking gallery and a collector with no monitor. They are different defects.
Is the $481,006 figure a repair quote I can reuse?
No. It is the estimated shoreside damage from one contact on 11 November 2020. Inflation, scope, and a different tower make it a bad template. Use it as proof that this gallery is a real structure with a recorded loss, then price the present job from an inspection.
Which court hears an ADM dispute at the Paulina house?
Tariff No. 11 sends St. Elmo disputes to the 23rd Judicial District Court for St. James when the Eastern District of Louisiana lacks subject-matter jurisdiction. Destrehan and Ama use the 29th. Reserve uses the 40th. The parish in the caption is not optional.
Did Kiewit publish a dust-collector specification?
The project page lists gates, shiploader capacity, silo conversions, conveyors, distributors, the dock, a barge unloader, transfer systems, and a barge scale. It does not list a baghouse model or a diaphragm. Do not add one. The OSHA paragraph still applies to whatever fabric collector the house operates.
