Port Allen runs two belts, not one

You are on the export elevator at Port Allen, in West Baton Rouge Parish, and a belt has stopped or a bearing is hot. The AgCenter reported two conveyor systems. The east-bank address is a different parish.

The answer at Port Allen

Diagnose the belt that stopped. The LSU AgCenter, on 4 December 2013, said barge-unloading conveyors are separate from the belts that move grain from bins to ships, and that USDA weighs and grades the outbound grain.1 The port lists Louis Dreyfus at 527 Elevator Road, Port Allen, LA 70767.2 Louisiana Economic Development places the elevator in West Baton Rouge Parish, at about 5 to 6 million metric tons a year.3

  • The AgCenter described loading “at a total rate of 100,000 bushels.” It did not print the words “per hour” in that sentence.
  • A 2021 legislative auditor note expected a barge unloading crane, called a barge/mid-stream loader, at $6,952,000, paid from state capital outlay.4
  • No port page read here says the house trips on a heat sensor by that name. The OSHA duty is to remove an overheated bearing from service.

The rule on these belts

1910.272(m)(2), accessed 8 October 2026, requires prompt correction or removal of overheated bearings and of slipping belts on inside bucket elevators.5 Inside bearings are mounted outside or monitored. Alignment is an alarm or a constant-adjustment system unless storage is under one million bushels. The AgCenter said two sets holding more than 1 million bushels were already complete in December 2013. Do not use the small-house substitute.

The port page puts a USDA inspection agency on site. That is the outbound weight the AgCenter separated from the inbound barge belt. A hot inbound bearing is not fixed by re-reading the grade certificate. Galleries need two emergency escapes under 1910.272(o)(1). These documents do not date the Port Allen tunnels, so count the exits on the building.

If you treat the two belts as one

You align the ship belt and leave the barge belt mis-tracked, or you shut the outbound scale because an inbound idler is hot. (m)(2) does not let an overheated bearing keep running through a hold. The auditor’s $6,952,000 figure is the expected cost of a barge-unloading crane, not an idler. LED’s rail note is about tracks into the elevator, not pulley alignment.

How the east bank differs

East Baton Rouge is across the river. The published elevator address is Port Allen. Commissioners from the east bank in the auditor’s report are governance, not a second elevator. The east-bank note exists so a crew is not sent to the wrong bank. Fabric-collector order is on the inspection list.

Checklist for this belt

  1. Mark the belt: barge inbound, or bins to ship. The AgCenter split them.
  2. If the bearing is hot, take it out of service or correct it. Do not finish the ship on a hot bearing.
  3. If the belt is an inside bucket elevator, check external bearings or the monitor, the 20 percent motion device, and alignment.
  4. Do not quote $6,952,000 as the repair. That figure is a capital crane.
  5. Confirm USDA is the outbound weight. An inbound scale problem is a different belt.
  6. If the call gives an East Baton Rouge street, stop and read the east-bank page before you roll a truck.

Timeline and the fee that is not published

The port dates Louis Dreyfus as operator from June 2011. The AgCenter split the conveyors in December 2013. LED later put capital spending above $200 million. None of those pages prints an hourly rate for alignment or a night call. Verify the diagnostic price. The AgCenter’s “100,000 bushels” sentence omits “per hour.” Do not add it.

Questions from the Port Allen dock

Are the barge belt and the ship belt the same conveyor?

Not in the AgCenter account. Incoming barge grain and outbound grain from bins to ships were separate systems. A pulley you align on one does not align the other. Weighing for export was described on the outbound side, after the grain left the bins.

Does the port require infrared scans of bearings?

The pages read for this elevator do not say that. 1910.272(q)(4) allows vibration monitoring, temperature monitoring, or other means for bearings mounted inside or partly inside the leg. Infrared is one way to see temperature. It is not a port ordinance printed on the elevator page. Use it if it is your means, and record the inspection under (m)(3).

What is the $6,952,000 figure?

The legislative auditor expected the port to take a specially designed barge unloading crane for Louis Dreyfus grain transfers, with that total from state capital outlay. It is not a bearing invoice and not a diagnostic. Quote it only when the subject is that crane.

Is the elevator in the city of Baton Rouge?

The operating address on the port page is Port Allen, which is West Baton Rouge Parish. LED says the same. People say “Baton Rouge port” for the complex. The truck still goes to 527 Elevator Road. An East Baton Rouge street is not that door.
