Four spout limits that stop a carrier
The ship is alongside at Reserve and the loader will not give a full feed. These four limits are printed in Cargill Tariff No. 24. If the spout itself has failed, the hire is the [diagnostic on the rule page](/service).
Ranked by the published hourly or per-hold charge, highest burn first. All four sentences are in Tariff No. 24, effective 1 September 2026, which covers Terre Haute at Reserve and Westwego.1 The Reserve berth on the Blue Water sheet is mile 140, two lower spouts and two upper, 6,000,000 bushels.2 The Reserve note is the parish page. This list is only the money.

How the four limits were ranked
- Item 23 is first because $9,000 an hour starts when ballast, or cleaning and drying holds, delays loading, and that time is not laytime. It is the most expensive clock that is still about the load.
- Item 31 is tied on the hourly number and ranked second because the first 30 minutes of a draft survey are free of the dead-berth charge and still do not count as laytime. Past 30 minutes the $9,000 hour starts. The stevedore’s count is final absent obvious error.
- Item 22 is the spout limit people mean: a full feed is two or three spouts. One spout, or a reduced rate the stowage forces, is $4,500 an hour. After a hold is declared complete, the terminal need not load more into it.
- Item 30 is per hold, not per hour: spoon trim, dozer trim, or a reduced-rate spout into wings or bleeders. Vessels over a 106-foot beam get spoon trimming at vessel expense. Advance payment follows the estimated number of holds.
Responsibility in the same tariff starts when grain enters the elevating leg or unloading pit and ends when it leaves the loading spout. A leg fault is not item 22. Straight time is 08:00 to 16:00 except Saturdays, Sundays, and the listed holidays. Outbound grain into vessels is 5 cents a bushel; into barges, 7 cents. Those pennies are not the ranking. The hours are. No diagnostic fee is printed. Verify it. The Convent gallery is a different loader geometry and is not on this tariff.
Questions while the spouts are up
Does item 22 apply if the spout is broken rather than restricted by stowage?
Item 22 prices one-spout loading and reduced rate, and it claims the elevator can run two or three spouts. A broken spout that leaves you on one spout is how the charge starts. It does not, by itself, tell you the parts cost. That cost is unpublished. The hour is not.
Why is Westwego named if this is a Reserve list?
Because the tariff file covers both houses. The spout counts on the Blue Water Reserve sheet are the St. John berth. Do not assume every Westwego sentence is identical without reading it. This site does not give Westwego its own path.
Is $4,500 the diagnostic?
No. It is a vessel charge for how the ship is loaded. A contractor’s diagnostic is a different invoice and is not in the tariff. Use the $4,500 figure to explain the delay. Do not send it to the ship as your fee.
Where do I hire the repair if item 22 is already running?
The rule page is the diagnostic for the loader. This list ends on the same callback as that page. A house, a farm bin, and a terminal in Mississippi, Texas, or Arkansas still stop.
